Yes, they have to remove the others and keep that one. If you don't want the others to appear on the Bill, you can select the "closed" checkbox for those PO lines.1 -

Hey @tech work, Do you have any scripts (e.g., Tax Rate related) executing on Sales Orders / Invoices? If you have such a script, it is probably not designed to support bulk processing.1
